PLEN was based in 1978 by Frances Farenthold , President of Wells College 2 Sissy brought her experiences as a Texas state legislator and candidate for governor to her new role as president of a girls’s faculty, proposing that girls’s faculties work together to educate ladies for public management. The Hassenfeld Institute for Public Management supplies public officials and others involved within the development, administration, and execution of public policy with the instruments and expertise needed to make informed decisions and handle responsive organizations to be able to govern and lead public sector and non-profit organizations effectively.
